The council convened to discuss a code of conduct complaint. Discussions centered on the screening process for the complaint, specifically whether to proceed with an investigation or dismiss the complaint based on criteria such as whether the complaint was frivolous, vexatious, or lacked merit. There was debate among council members regarding potential procedural issues and the relevance of previous complaints. Because the vote regarding whether to proceed or dismiss the complaint resulted in a tie, the council decided to refer the matter to the Local Government Commission for review.
