The council discussed various operational and economic development matters, including a review of stormwater drainage and runoff regulations. Resolutions were adopted regarding a professional services contract for the Kenway Street Extension and honoring a local youth soccer coach. Two ordinances were passed: the first amendment to the solid waste contract concerning overfill charges, and the levy of ad valorem taxes for city purposes. Department head reports provided updates on the installation of Advanced Metering Infrastructure, Water Division assets, the Owsley Fork project construction status, and cemetery relocation efforts. The meeting also highlighted significant local economic development with the expansion of the Astemo Americas plant.
The Board discussed a conditional use request for an accessory dwelling unit (ADU) at 111 Cherry Road. Key topics included the structure's compliance with zoning regulations, specifically regarding property line setbacks and building code requirements for a tiny house. The Board also addressed utility connectivity requirements, confirming that while electricity could be tied to the primary structure, water and sewer required independent lines. A public hearing was held where a neighbor expressed objections regarding privacy, neighborhood character, and lot density. The potential for imposing conditions on the approval, subject to mandatory building, electrical, and plumbing permits, was also debated.
The Council reviewed a job shadowing report detailing experiences across city departments and discussed the importance of youth engagement. Actions included the approval of a grant program funding application, the establishment of standing legislative committees, and the passing of an ordinance to vacate a portion of Seventy-Six Boulevard. The Council also conducted first readings for amendments to a solid waste contract and an ad valorem tax levy. Additionally, reports were provided on city-wide drainage improvements, infrastructure projects, and ongoing efforts to resolve drainage and odor issues in coordination with the Kentucky Transportation Cabinet.
